26 mln rural people living in absolute poverty

Chinanews, Apr. 22 - The "2004 Poverty Monitoring Report of Rural China"
released by the National Bureau of Statistics yesterday indicates that,
by the end of 2004, the number of rural people living under absolute
poverty reached 26.10 million, 2.8% of the total rural population, a
reduction of 2.9 million over last year. 497.7 million people in rural
areas could afford food and clothing despite low and unstable incomes, a
decline of 6.4 million over the previous year. This group accounts for
5.3% of the rural population. In 2004, absolute poverty was defined as an
annual income of 668 yuan (.71), and the low-income group was
standardized at 924 yuan (.64). Rural poverty is highly concentrated in
China's western regions.
In 2004, 81.8% of rural labor in counties targeted for poverty relief was
engaged in the primary sector and 16.6% sought employment in cities. The
growth rate of the number and income of rural laborers working in cities
has slowed for two successive years. Nearly 80% of laborers have never
gone out to seek jobs in urban areas.
The per capita annual income of rural residents in China was 2,936 yuan
(.74) last year, an increase of 314 yuan (.94) over the previous year or
up 12%. Controlling for price increases, income increased 6.8%, the
highest growth rate since 1997.
